Civil Secretariat Reopens in Srinagar as Annual Darbar Move Takes Effect

Srinagar, May 4: The Civil Secretariat resumed operations in Srinagar on Monday, marking the annual Darbar Move as government offices officially shifted from Jammu following the end of the six-month winter session.

With the transition, all major administrative offices, including that of Chief Minister Omar Abdullah, have begun functioning from the summer capital. The Chief Minister was accorded a ceremonial guard of honour on the occasion.

The winter session of the Secretariat in Jammu concluded last week, after which departments initiated their relocation to Srinagar. Authorities had undertaken preparatory measures in advance, including infrastructure readiness and road repairs, to ensure a smooth transition.

As per orders issued earlier by the General Administration Department, five-day offices in Jammu closed on April 30, while six-day offices ceased operations on May 2. Around 38 departments have completed their move to Srinagar, while some continue to function on a limited, camp-based arrangement.

Revised working hours have also come into effect, with Secretariat offices operating from 9:30 AM to 5:30 PM, and other government offices from 10:00 AM to 4:30 PM in Srinagar. A summer Secretariat will remain functional in Jammu as well.

The bi-annual Darbar Move remains a long-standing administrative tradition, ensuring the functioning of governance across both Jammu and Srinagar in accordance with seasonal requirements.
