PM to chair NITI Aayog Governing Council meet on Saturday

New Delhi: Prime Minister Narendra Modi will on Saturday chair the 10th Governing Council Meeting of NITI Aayog, which will focus on states, with a view to make India a developed nation by 2047, according to an official statement.The theme of the Governing Council meeting is ‘Viksit Rajya for Viksit Bharat@2047’.It will be the first major meeting of the prime minister with chief ministers of all states and Union Territories after Operation Sindoor.”In line with his commitment to take all the states together as ‘Team India’ for a Viksit Bharat, Prime Minister Shri Narendra Modi will chair the 10th Governing Council Meeting of NITI Aayog on May 24, 2025.

“…the Governing Council Meeting will discuss the approach on Viksit Rajya for Viksit Bharat @2047,” NITI Aayog said in a statement.According to the statement, the idea of Viksit Rajya for Viksit Bharat is a call for states to craft bold, long-term, and inclusive vision documents aligned with national priorities yet grounded in local realities.”These visions must include time-bound targets,” it said.The statement said states must leverage their unique geographic and demographic advantages while focusing on human development, economic growth, sustainability, technology, and governance reforms.

“The focus can be on data-driven processes and outcome-based transformation, supported by project monitoring units, ICT-enabled infrastructure and monitoring & evaluation cells to ensure accountability and midcourse correction,” it added.The statement said the Governing Council meeting provides a platform to the Centre and states/Union Territories to deliberate on development challenges facing the nation and building consensus on how States can be the building blocks for making India a developed nation, i.e., Viksit Rajya for Viksit Bharat.

“Measures for promoting entrepreneurship, enhancing skilling, and creating sustainable employment opportunities across the country, will also be deliberated in the meeting,” it said.The Governing Council of NITI Aayog will also focus on building a consensus on the themes of the 4th National Conference of Chief Secretaries held during December 13-15, 2024.Secretaries from the Government of India and chief secretaries from all states and UTs were part of the consultative process towards defining the framework and providing suggestions for the agenda of ‘Viksit Bharat@2047’.

Under the overarching theme of ‘Promoting Entrepreneurship, Employment and Skilling-Leveraging the Demographic Dividend’, recommendations were made during the 4th National Conference of Chief Secretaries on six key themes.The six themes include creating enabling ecosystem; manufacturing in Tier 2, 3 cities; services in Tier 2, 3 cities; MSME & informal employment in rural non-farm and urban sectors; opportunities in green economy: renewable energy.Modi is the Chairman of NITI Aayog. As many as 10 states and UTs did not participate in the last year’s Governing Council meeting of the NITI Aayog.Generally, the full council meeting happens every year and last year it was held under Modi’s chairmanship on July 27.The first meeting of the council took place on February 8, 2015.

Govt introduces MFA Security System on JK BEAMS Portal Jammu:The Finance Department of the Jammu and Kashmir Government has implemented Multi-Factor Authentication (MFA) through Sandes (SMS-based authentication) on the JK BEAMS Portal to further strengthen the security framework of the online financial management system.According to an official circular issued by the department, the MFA system has been successfully integrated into the live environment and all concerned officers and users have been directed to ensure strict compliance with the new security protocols. The circular applies to all Director Finances, Director Plannings, Financial Advisors (FAs), Chief Accounts Officers (CAOs), Accounts Officers (AOs), Drawing and Disbursing Officers (DDOs), and Maker/Checker users associated with the JK BEAMS Portal. The department has emphasized that Maker/Checker users shall be solely responsible for the secure handling, confidentiality and proper use of their login credentials. Users have been strictly instructed not to share login details, one-time passwords (OTPs) or any authentication-related information with any unauthorized person under any circumstances. Officials have also been directed to ensure that their registered mobile numbers linked with Sandes remain active, valid and accessible for receiving authentication messages. Any discrepancy, authentication failure or technical issue is required to be reported immediately through the official email IDs issued by the department. The circular further stated that the respective Maker/Checker users will be held solely accountable for any transaction or activity carried out using their credentials.The order has been issued with the approval of the competent authority under reference number FD-BDGTODBT/1/2025-PMU-FD (7651222), and copies have been forwarded to all Administrative Secretaries for information and necessary compliance.
