MHA Revises Guidelines For Channelising JK’s Youth Towards Right Direction

Srinagar, Dec 04: The Union Ministry of Home Affairs (MHA) has revised its guidelines regarding the allocation of budget towards “mainstreaming of youth of Jammu and Kashmir and to win over hearts and minds of the people”.

The revised guidelines allow the youth working in the field for mainstreaming of vulnerable sections of the society to submit the proposed plans for the activities, sources said.

According to the guidelines, apart from the central armed police forces (CAPF), reputed NGOs, the youth working in the field for mainstreaming of vulnerable sections of the society can also submit the proposed plans for the activities.

The revised activities in the indicative list include distribution of transistors; supporting women for setting up projects on issues relating to national integration, democracy and democratising the local level institutions.

“The revision in the guidelines is aimed at bringing more transparency and include more and more stakeholders for diverse activities for channelising the youths towards right direction,” said a senior official, wishing not to be named.

The funds, as per the revised guidelines, will be released in installments depending upon the progress of work under the supervision and inspection of top brass in the MHA from time to time.

Under the revised procedure different activities have been added to the list. Apart from the national integration centric activities like supporting women for setting up projects on issues relating to national integration, democracy and democratising the local level institutions, other activities related to social concerns and other livelihood programmes include livestock, beekeeping, orchards, forestry, fisheries, handicrafts and handloom, cutting and tailoring, food processing etc.

Similarly, many other activities aimed at empowering the people economically have been included in addition to the activities like providing assistance during natural calamities/disasters and organising medical camps (veterinary, dental and maternity) in border areas. 

Under Human Resource Development, activities include vocational training, conduct of education excursions to the places of national interest, organising career counselling, training and coaching and providing maximum sports facilities.

The committee constituted to examine and submit the recommendations to the union home secretary for the approval will be headed by Joint Secretary (Kashmir) as its Chairperson,

Director General Police (DGP) of concerned CAPF or the officer not less than the rank of Inspector General authorised by the DGP, DS/Dir K-1 Division and a representative of DGP J&K.
