LG Manoj Sinha Approves Waheed Para’s Private Member’s Bill for Regularisation of Daily Wagers in J&K

Srinagar, April 8 : The Jammu and Kashmir Lieutenant Governor Manoj Sinha has approved the introduction of a private member’s bill aimed at regularising ad hoc, daily wagers, need-based and other temporary workers in the Union Territory.

The bill, titled “The Jammu and Kashmir Civil Services (Special Provisions for Regularization of Adhoc, Daily Wagers, Need Based and Other Temporary Workers Bill, 2025,” has been proposed by PDP MLA Waheed Ur Rehman Para. It is set to be introduced and debated in the Legislative Assembly on Tuesday.

This development follows J&K Chief Minister Omar Abdullah’s announcement on March 11 of the formation of a high-powered committee, led by the Chief Secretary, to devise a roadmap for the regularisation of daily wagers and ad hoc workers. The committee has a six-month deadline to submit its recommendations.

Notably, over 60,000 daily wagers are currently engaged in various government departments across Jammu and Kashmir, receiving fixed monthly salaries of just Rs 9,000 in the absence of the Minimum Wages Act.
