Kulgam Education Department Faces Delays in Constructing School on State Land; Enrolled Students Await Resolution

Kulgam,02 August: Last year, with great anticipation, the Deputy Commissioner of Kulgam directed local revenue officials to embark on a mission – identifying state land for the much-needed school building in the serene Mutalhama area of south Kashmir’s Kulgam district. The community hoped for a brighter educational future for the young learners. However, to their dismay, seven months have elapsed, and the dreams of the enrolled students are yet to be realized. The Kulgam education department’s inability to commence construction has left the eager students grappling with the challenges of studying in less-than-ideal conditions.

Government Middle School Mutalhama, established in 1966 as a primary school in the Qaimoh zone of the district, was upgraded to a middle school in 2006, and it currently serves more than 140 students with seven dedicated teachers. However, the enrolled students have faced unfortunate circumstances as the education department has not yet fulfilled its promise of constructing a dedicated school building, despite the identification of state land for this purpose a year ago.

According to sources, the school continues to operate from a rented building owned by the Auqaaf committee, incurring a monthly rent of approximately 10,500 rupees. This temporary arrangement poses significant challenges to the students’ learning environment, compounded by the school’s proximity to a band-saw mill, which puts their health at risk. Despite the residents’ earnest pleas to authorities for a shift to a permanent building, their appeals have fallen on deaf ears.

Last year, a team of revenue officials visited the village and identified a suitable patch of state land for constructing the school. However, disappointingly, construction work has not commenced to date. In the village, a board boldly marks the identified land, displaying the words “proposed site for the construction of Government Middle School Mutalhama Zone Qaimoh,”

Talking to Arising State, CEO Kulgam, Mohammad Maqbool Qadri, addressed the concerns surrounding the band-saw mills, emphasizing that they have legal permissions in place, making their removal challenging. However, Mr. Qadri assured that the identified land for constructing the school remains firmly in the plan. He pledged to personally take up the matter on a priority basis, recognizing the urgency of the situation and the need to fulfill the aspirations of the enrolled students.
