Anantnag: With No Station Permission, Another Government Teacher Allegedly Floats Govt Norms, Participates in NYK Programme in Mysore, Karnataka
Anantnag Education Department in Deep Slumber, Fails to Act Against Teachers Violating Standard Protocols

Anantnag: In another concerning development in District Anantnag, a government teacher (ReT), Syed Zubair, posted at HSS Gurdraman in Voiloo zone, was allegedly found breaching standard protocols of the education department by participating in a Kashmiri Youth Exchange Programme held in Mysore, Karnataka, from December 9 to 14.
According to official sources, the teacher violated education department protocols by traveling to Mysore without official consent or intimation. The teacher was reportedly on commuted half-pay leave from December 9 to 13, sources said.
The teacher had applied for casual leave for five days, citing medical purposes; however, his leave was not approved by officials, sources added. On November 16, the teacher also applied for station permission, but it was neither approved nor permitted by the concerned authorities.
Arising State received pictures from sources allegedly showing the teacher with a group of NYKS members in Mysore. The group was sent by the NYKS Department Anantnag to participate in the Kashmiri Youth Exchange Programme, which was scheduled for six days at Nala Auditorium, KSOU, Mukthagangotri, Mysore.
Sources revealed that the group, along with a youth leader, left Anantnag for Mysore three days before the program’s inauguration.
This is the second instance of government employees breaching protocols in District Anantnag. Official sources stated that the teacher lacked the station permission required and approved by the Director of Education. The teacher remained out of station for at least seven days and participated in the program with NYKS Anantnag, sources said.
Further, sources revealed that several government employees and influential persons affiliated with NYKS Anantnag have allegedly taken advantage of free tours offered by the department. This raises concerns about how government employees are violating departmental protocols and enjoying such trips without proper permissions.
The NYKS, an autonomous organization under the Ministry of Youth Affairs and Sports, aims to empower youth and foster community development through its network of voluntary youth clubs. However, incidents like this have raised questions about its adherence to procedural standards. Instead of sending youth participants, NYKS Anantnag is allegedly violating norms without following proper procedures.
Arising State has previously published a series of reports over the past month highlighting alleged violations by NYKS Anantnag. Last month, the NYKS department wrote a letter (reference number NYK/Ang/DYO/2024-2025/133-134, dated 02-11-2024) to MS Achabal. The letter, signed by an NYKS employee on behalf of the Deputy Director, instructed the headmaster to permit a teacher and two girl students to participate in a program.
Following these reports, the CEO Anantnag initiated action and constituted a three-member inquiry committee. The committee submitted its report, recommending that the CEO issue a show-cause notice to the Deputy Director of NYKS Anantnag for violating protocols.
This latest incident has sparked widespread concern, with demands for a thorough investigation to identify procedural lapses and ensure accountability in both NYKS and the Education Department in Anantnag.
Meanwhile, speaking to Arising State, the CEO Anantnag assured strict action against employees breaching standard protocols. “Any employee found violating the education department’s protocols will be dealt with strictly,” the CEO said, assuring a detailed investigation into the matter.
