35 IAS, JKAS Officers assigned for implementation of VVP-II in J&K
Border villages to receive focused development push; field monitoring and gap analysis to guide action plans
Jammu: In a significant step towards ensuring comprehensive and sustainable development of villages located along the International Border (IB) and the Line of Control (LoC), the Government of Jammu and Kashmir has issued Government Order No. 834-JK(GAD) of 2026, dated April 27, 2026, for the implementation of the Vibrant Villages Programme-II (VVP-II).
As per the order, officers listed in the annexure have been assigned specific Vibrant Villages to oversee the implementation of the programme during the months of May and June 2026. The initiative aims to strengthen infrastructure, improve service delivery, and accelerate development in strategically important border areas.
The concerned Deputy Commissioners have been directed to facilitate the visits of these officers and provide necessary logistical and administrative support. All line departments have been instructed to extend full cooperation and furnish the required data and information to ensure effective monitoring and execution of the programme.
The assigned officers will undertake field visits to their respective villages to assess the ground situation and review the status of infrastructure, public services, and ongoing developmental schemes. They will also identify gaps in key sectors such as connectivity, healthcare, education, livelihoods, and digital access, which are crucial for the holistic development of these regions.
Additionally, the officers will interact with local stakeholders, including residents, civil society organizations, and Border Guarding Forces, to gain firsthand insights into the challenges and requirements of the communities. Emphasis will be laid on ensuring convergence of Central and Union Territory schemes for optimal resource utilization and impact.
A key responsibility of the officers will be to guide Village Nodal Officers and the District Administration in preparing comprehensive Village Action Plans based on baseline data and identified gaps. These plans will serve as a roadmap for targeted and need-based development interventions.
The officers have been directed to submit detailed reports covering all prescribed parameters to the Planning, Development and Monitoring Department by June 30, 2026.The initiative under VVP-II reflects the government’s commitment to transforming border villages into vibrant, self-reliant communities while strengthening their socio-economic resilience and strategic importance.
