6 years on ,this poor woman ,fighting for AWC, still awaits justice

Despite 6 years of fighting for an Anganwadi center, a helpless poor woman in Kurigam of Anantnag District of south Kashmir still awaits justice after the then CDPO violated government norms and engaged illegally AWH in village.
The matter came to the forth after the applicant filed a complaint in vigilance department against the CDPO Qazigund and others. The vigilance department forwarded the letter to Director social welfare department Kashmir wide letter No VO-SW-G-04/18-2621-22 Dated 15-02-2019 and mentioned that a copy of complaint lodged by Mst Parveena Banoo w/o late Nazir Ahmad Wani resident of Kurigam A Qazigund Anantnag against the subject cited above for depriving the complainant in the allotment of Anganwadi center in village. I am directed to request you for taking appropriate action into the matter, the letter reads, a copy of letter lying in the office of Arising state.
In year 2017 Parveena Akhter wife of late Nazir Ahmad Wani resident of Kurigam A Qazigund Anantnag applied for the AWC/AWH in village after the resignation from Atiqa begam wife of Abdul Salam Parray resident of Kurigam Anantnag – who was working as AWH in Kurigam A and was unable to work as helper due to her old age as per her medical certificate, she was 67.
After the resignation, Atiqa Begam had requested to concerned department through an affidavit to adjust her adopted daughter namely Tawheeda Jan wife of Jahangir Ahmad Bhat resident of Kurigam.
Parveena Akhter, a widow, had visited every nook and cranny of the Anantnag administration seeking justice as she was deserving of the post in the village, but no one listened to her. Parveena Akhter died from cardiac arrest in 2020, leaving her three daughters and a son.
According to official sources, the then CDPO had illegally appointed the AWH in village which was the sheer injustice to the deserved applicant. Sources say that the deceased applicant was fully qualified for the post, and the then SDM Dooru suggested and assured the applicant of the post in an inquiry report.
As a consequence, the Mission director ICDS communicated with the DPO ICDS Anantnag through a letter wide No MD/ACDS/ACB/2021/40287-89 dated 09-12-2021 regarding the complaint filed by Mst Parveena Banoo w/o late Nazir Ahmad Wani resident of Kurigam A Qazigund. The DPO ICDS Anantnag directed CDPO Larkipora wide order No DPO/ICDS/And/2021-22/2242-44 Dated 10-12-2021 to conduct an inquiry into the matter and furnish a detailed factual report to this office within five days for its onwards submission to the higher authorities,the order reads.
The Arising State received a copy of inquiry report in which the officials mentioned that they have observed that the engaged Anganwadi Helper Tawheeda jan wife of Jahangir Ahmad resident of Kurrigam by the then CDPO vide order No CDPO/Qzd/664-68 Dated 20-01-2018 consequent upon resignation of AWH namely Atiqa Begam wife of Abdul Salam Parray resident of Kurigam is in violation of Government Order No 283-SW of 2017 Dated 07-09-2017, since there is no such provision in the mentioned Government order. Report reads.
In year 2017, the Awkaf Committe in village also wrote a letter to Deputy Commissioner Anantnag for the allotment of Anganwadi center in favour of Parveena Akhter wife of late Nazir Ahmad Wani resident of Kurigam A Qazigund. The Awkaf Committe mentioned in the letter that the Anganwadi center presently working in the Kurigam A Astanpora is being shifted to another place You are requested Your good self that the Parveena Akhter Is deserving for the Center and she is a widow and belongs to a poor family, she has four daughter and have no source of income, the family is ready for providing a room or land for the center, the letter reads.
In year 2018, the Deputy commissioner Anantnag also forwarded a letter wide no DCA/Reader/17-18/234 Dated 06-01-2018 to SDM Dooru and directed him to enquire Into the matter and furnish a detailed report within five days positively, The deputy commissioner Anantnag mentioned in the letter that A deputation of village Kurigam has approached this office with the plea that following resignation of AWH for AWC Astanpora, some officials of the ICDS project are bent upon to accommodate a blue eyed person without following due process of law, the letter reads.
After six years from year 2017, now the enquiry report of the complaint against the CDPO ICDS Qazigund and others cited that the violation of government order No 283-SW of 2017 Dated 7-09-2017 since there is no such provision in the mentioned government order, the order copy reveals.
According to official sources there are several cases like the Parveena in ICDS department but officials in the said department are in deep slumber resulting in the injustice of the deserving applicants, Sources said
However, Arising state tried to contact the higher officials of the ICDS Department but they refused to comment on this and said that the issue is on now with the vigilance department and they are investigating the matter, the offical said.
