11 J&K Hospitals Face Action for Denying Golden Card Benefits to Patients

Srinagar, 25 May:The Jammu and Kashmir government has issued show-cause notices to 11 prominent government hospitals for allegedly misusing the Golden Card scheme under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and SEHAT.

The State Health Agency (SHA) initiated action following a tele-calling audit by Paramount Health Services & Insurance TPA Pvt. Ltd., which uncovered that these hospitals denied eligible patients the promised cashless treatment, instead compelling them to bear out-of-pocket medical expenses.

Hospitals served with notices include SKIMS Soura, Super Specialty Hospital Srinagar, SMHS Hospital Srinagar, JLNM Hospital Srinagar, SMGS Hospital Jammu, GMC Jammu, GMC Udhampur, GMC Rajouri, Government Children’s Hospital Bemina, Government Hospital Gandhi Nagar, and SKIMS Medical College Bemina.

The SHA has directed these institutions to submit their responses within seven days. Non-compliance could lead to penalties, suspension from the scheme, or further legal proceedings. Officials condemned the violations, emphasizing that denying Golden Card benefits defeats the purpose of providing accessible and cashless healthcare to the financially vulnerable. (GN)

The circular applies to all Director Finances, Director Plannings, Financial Advisors (FAs), Chief Accounts Officers (CAOs), Accounts Officers (AOs), Drawing and Disbursing Officers (DDOs), and Maker/Checker users associated with the JK BEAMS Portal. The department has emphasized that Maker/Checker users shall be solely responsible for the secure handling, confidentiality and proper use of their login credentials. Users have been strictly instructed not to share login details, one-time passwords (OTPs) or any authentication-related information with any unauthorized person under any circumstances. Officials have also been directed to ensure that their registered mobile numbers linked with Sandes remain active, valid and accessible for receiving authentication messages. Any discrepancy, authentication failure or technical issue is required to be reported immediately through the official email IDs issued by the department. The circular further stated that the respective Maker/Checker users will be held solely accountable for any transaction or activity carried out using their credentials.The order has been issued with the approval of the competent authority under reference number FD-BDGTODBT/1/2025-PMU-FD (7651222), and copies have been forwarded to all Administrative Secretaries for information and necessary compliance.
