SEC to review Panchayat electoral roll revision 2026, ULB delimitation status on March 3
Jammu: The State Election Commission (SEC), Union Territory of Jammu and Kashmir, has convened a meeting to review the revision of the Panchayat Electoral Roll–2026 and assess the status of delimitation of Urban Local Bodies (ULBs) and updation of control tables.As per an official notice issued from the office of the State Election Commission, 2nd Floor, Vikas Bhawan, JDA Complex, Jammu, the meeting will be held on March 03, 2026 (Tuesday) at 02:30 PM onwards through video conference from the Meeting Hall, 2nd Floor, Vikas Bhawan, Jammu.
All Deputy Commissioners of the Union Territory, along with Deputy District Election Officers (Dy. DEOs), District Informatics Officers (DIOs), and Electoral Naib Tehsildars (ENTs), have been requested to attend the meeting through video conference at the scheduled date and time. The meeting link will be shared separately. Additionally, the Secretary to Government, Rural Development and Panchayati Raj Department, J&K, Jammu; the Deputy Commissioner, Jammu; the Director, Rural Development Department, Jammu; and the Director, Panchayati Raj, J&K have been requested to attend the meeting in person at the scheduled venue.The Director, Rural Development Department, Kashmir, will attend the meeting through video conference.A copy of the notice has also been forwarded to the State Informatics Officer, NIC, J&K, Jammu, for necessary coordination.The meeting aims to ensure timely progress and effective coordination in matters related to electoral roll revision and local body delimitation across the Union Territory.
The State Election Commission (SEC), Union Territory of Jammu and Kashmir, has outlined a comprehensive agenda for the upcoming meeting regarding the revision of the Panchayat Electoral Roll–2026.The key agenda points to be deliberated upon include review of availability of soft and hard copies of the last updated Panchayat Electoral Rolls, which shall serve as the draft electoral roll with the qualifying date as 01.01.2025. In case of non-availability, districts have been directed to immediately download the soft copies and arrange for printing.Assessment of the availability of prescribed forms, printing facilities, and necessary infrastructure/machines required for the revision process.Ensuring timely publication of the draft electoral roll in both online and offline modes.Inclusion of eligible new voters in Panchayat rolls whose names already exist in the Assembly Electoral Rolls, through joint verification by BLOs and Panchayat Election Booth Officials (PEBOs) by comparing the latest electoral data.Review of names and details of EROs, AEROs, and Panchayat Election Booth Officials (PEBOs), and their updation on district websites as well as the SEC website. Any required changes must be communicated promptly.
Establishing a clear mechanism for updation and printing of rolls in both online and offline modes, including management of user IDs, passwords, and defined roles of NIC/DIOs. District DIOs will act as Nodal Officers (IT) for the roll revision process.Assessment of district-wise fund requirements for electoral roll updation and SVEEP activities, to be submitted activity-wise based on the number of draft rolls to be printed.Finalisation of a tentative schedule for the revision of the Panchayat Electoral Rolls.Circulation and reference to the Handbook for Revision of Rolls, the soft copy of which will be provided by the SEC Office.
Holding meetings of Deputy Commissioners with district technical teams headed by District Informatics Officers (DIOs), including ACPs, EROs, AEROs, PEBOs, and other Rural Development Department staff.Appointment of roll observers in each district to visit polling booths, especially during special camps. Senior officers will visit camps and submit reports to Deputy Commissioners and the SEC.Ensuring active participation and monitoring by Rural Development Department officers at the district level, with ACPs submitting daily reports to the Commission through the concerned Deputy Commissioner.Directors of Rural Development Department (Kashmir and Jammu) and Director Panchayati Raj to issue necessary instructions for organising SVEEP activities in each Gram Panchayat to enhance voter awareness and participation.The meeting aims to ensure coordinated planning, timely execution, and effective supervision of the Panchayat Electoral Roll revision process across the Union Territory.
