SCERT concludes two-day capacity building programme on AWP&B formulation

The State Council of Educational Research and Training (SCERT), J&K, Divisional Office Jammu, successfully concluded a two-day Capacity Building Programme on Effective Annual Work Plan and Budget (AWP&B) Formulation from 26 to 27 December 2025.The programme aimed to strengthen the planning, budgeting, and implementation capacities of academic and administrative functionaries involved in institutional planning at SCERT and DIET levels, in alignment with the objectives of Samagra Shiksha and the National Education Policy (NEP) 2020.

The programme witnessed the participation of Principals of DIETs from across the Jammu Division, including Sh. R. G. Dogra (DIET Jammu), Sh. Yash Paul Gupta (DIET Samba), Sh. Ghanshyam Sharma (DIET Banihal), Sh. Surjeet Sharma (DIET Reasi), Sh. Subash Gupta (DIET Kud), Sh. Suraj Prakash Khajuria (DIET Rajouri), Sh. B. K. Pathak (DIET Basholi), Sh. Yash Paul Sharma (DIET Poonch), and Sh. Rajesh Kumar (DIET Doda), along with other senior officials from ten DIETs of the Jammu Division. Their active participation significantly contributed to strengthening institutional capacities for effective planning, implementation, and academic leadership.

In her inaugural address, Prof. (Dr.) Sindhu Kapoor, Joint Director SCERT Jammu, emphasized that a well-crafted AWP&B is pivotal in translating vision into action. She urged the participants to adopt robust, need-based planning and outcome-oriented strategies to lead educational transformation.

The programme featured expert sessions by Mr. Padmesh Padmakar, Head–Business Development Group, Knowledge and Awareness Mapping Platform (KAMP), along with resource persons from SCERT Jammu, including Ms. Arti Gupta, Assistant Professor; Senior Academic Officers Mr. Rajesh Hali and Dr. Harpreet Kaur; and Academic Officers Mr. Rohit Sharma and Mr. Rakesh Chobber. The sessions focused on designing effective AWP&B proposals, integrating quality interventions, conducting Training Need Analysis (TNA), and positioning DIETs as centres of excellence. Participants actively engaged in collaborative discussions and practical activities to apply learning outcomes.

Key areas covered during the programme included alignment of AWP&B with NEP 2020 and Samagra Shiksha, quality interventions for improved learning outcomes, need-based training design, and strengthening DIETs as hubs of academic leadership.

The valedictory session underscored the importance of continuous capacity building, quality-focused planning, and institutional ownership of AWP&B processes.The programme was efficiently managed by a dedicated team comprising Manu Vasudeva, Seema Zakir, Sanjay Kumar, Manisha Chun, and Arsh Kour, with coordination by Mr. Rohit Sharma and Mr. Rakesh Chobber, and technical support provided by Dr. Balgar Singh.
