JKTMA resents new guidelines of transfer policy for General line teachers

Expressing his serious concern and dissatisfaction against the new guidelines of transfer policy for General line teachers issued by the higher education officials UT president of Jammu Kashmir teachers/master association (JKTMA) Rakesh Singh said that it has again deprived the General line teachers posted in rural areas to get transfer near their residence who are waiting from last 5 years for the start of annual transfer drive. ” Although we welcome the decision of worthy Administrative secretary to give priority to teachers/masters having stay of more than seven years but issue is that due consideration should also be given to the transfer of all other teachers/masters who have mature stay of 3 years in plain/Soft areas and 2 years in Hard areas to give an opportunity to Hard -zone teachers/masters to serve near their residence by transferring all the teachers from soft  areas to Hard-zones who are enjoying privilege to serve in plain areas and within Municipal limits from last more than 10 years due to their strong political nexus ” Singh added. ” As per transfer policy teachers serving in hill areas are eligible for transfer after one year of their service and  in any circumstances no teachers would remain in same school for more than three years ” Association added.Further association raised doubt and confusion over the category of Mutual transfer in the said guidelines of transfer policy and said that mutual transfers are always a nexus among some influential blue eyed teachers to remain for their whole service within the comfort zone thus violating the guidelines of transfer policy. Rakesh Singh while interacting with the media said that Worthy Administrative secretary B.K Singh has long experience in the field of education which would be prove very beneficial for the whole education department in long time and urged him to remove all the ambiguity regarding transfer policy by issuing clear cut directons to all the chief education officers to transfer all the teachers who have completed tenure of 3 or more years in the same school thus creating vacancies in soft areas for hard -zone teachers by transfering soft zone teachers to hard areas otherwise soft- zone teachers got immunity from transfers  on the pretext of less than seven years stay which makes the whole exercise of transfer futile. Singh further urged that General line teachers who got selected by taking concession of various categories like RBA/ALC they should be posted in Hard zones/Backward areas mostly as per their residence reflected in Category certificate for at least 15 years or till their promotion to next higher grade whichever is earlier to fulfill the deficiency of staff in rural areas as most of the RBA selected teachers have never served in Backward areas. Although this exercise to transfer RBA selected teachers in backward areas initiated many times by higher authorities but always stopped in the middle due to political pressure but Singh said that association has full faith on Worthy Administrative secretary that he will successfully complete this much awaited exercise without any pressure in the interest of innocent govt school students residing in backward areas. Association also raised the issue of rationalization and said that instead of rationalization of teachers there should be rationalization of Posts and demanded that Posts of urban schools having less enrollment should be shifted to needy rural areas having high enrollment and less teaching staff for welfare of students.
