J&K Govt fixes 21-day timeline for building permission NOCs

Srinagar, Oct 8: The Jammu and Kashmir Government has prescribed a 21-day time limit for issuance of various No Objection Certificates (NOCs) required for building permissions, bringing a range of departments under the Jammu and Kashmir Public Services Guarantee Act, 2011.

The General Administration Department (GAD), in a notification issued on October 8, 2026, said the timelines, designated officers and appellate authorities have been notified in exercise of powers under Sections 4 and 8 of the J&K Public Services Guarantee Act, 2011, read with Rule 17 of the J&K Public Services Guarantee Rules, 2011. showOrder (2)naz

The notification, S.O. 256, covers NOCs required from a number of departments for building permissions. These include the Revenue Department, Forest Department, Wildlife Department, Department of Ecology, Environment and Remote Sensing, Pollution Control Board, Cooperative Department, Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR), Jal Shakti Department, Power Development Department, Culture Department, Public Works Department and Housing & Urban Development Department.

Under the order, applications for the various NOCs have been assigned a stipulated time frame of 21 days. The notification also identifies the designated officer responsible for processing each service and provides for first and second appellate authorities in case the prescribed service is not delivered within the stipulated period. showOrder (2)naz

Among the services listed are NOCs concerning land-title verification, forest and wildlife clearance, environmental and pollution-related permissions, cooperative societies, irrigation and flood control, water pipelines, power cables, heritage buildings and monuments, public works, town planning, Srinagar Development Authority and Katra Development Authority. showOrder (2)naz

For Housing and Urban Development Department-related permissions, the notification specifies authorities including the Town Planner, Secretary/Administrative Secretary, Srinagar Development Authority and Chief Executive Officer, Katra Development Authority, depending on the nature of the application. showOrder (2)naz

The order has been issued by order of the Government of Jammu and Kashmir and signed by M. Raju, IAS, Commissioner/Secretary to the Government, GAD.
