MHA, Ladakh Leaders Reach Landmark Consensus on Elected UT Body with Executive, Financial and Legislative Powers

Leh, July 4 : In a significant breakthrough aimed at strengthening democratic governance in the Union Territory of Ladakh, the Ministry of Home Affairs (MHA) and representatives of Ladakh have agreed in principle to establish an elected Union Territory-level governing body vested with executive, financial and legislative powers.

The understanding was reached during the fifth meeting of the High-Powered Committee (HPC) Sub-Committee, where officials of the Union Government and representatives of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) held detailed deliberations on the political and administrative future of Ladakh. The proposed elected body is being viewed as the first major step towards granting greater democratic representation and administrative autonomy to the Union Territory.

According to the agreed framework, the proposed institution will exercise executive authority, financial powers and legislative functions over subjects to be identified through subsequent consultations. Discussions also covered empowering the elected body with greater administrative control and ensuring wider public participation in governance.

Sources said the nomenclature, composition and detailed powers of the proposed body will be finalized after further consultations between the Union Government and Ladakh’s stakeholders. The dialogue is also expected to address long-pending demands relating to constitutional safeguards, protection of land and employment rights, and preservation of Ladakh’s unique cultural identity.

The latest development marks a major milestone in the ongoing dialogue between the Centre and Ladakh’s civil society organisations, reflecting a positive shift towards resolving key political issues through consensus. Both sides are expected to continue discussions in the coming weeks to finalize the legal and constitutional framework for implementing the proposal.

The agreement has been widely viewed as an important step towards enhancing democratic institutions in Ladakh while addressing the aspirations of its people for greater participation in governance and decision-making.
