Tariq Hameed Karra Blames ‘Dual Control’ for Development Paralysis in J&K

Srinagar, May 28 : Jammu and Kashmir Pradesh Congress Committee (JKPCC) President Tariq Hameed Karra has launched a scathing critique of the governance model currently in place in the Union Territory, blaming the “dual control system” for the stagnation in development and public administration.

Karra highlighted the structural dysfunction in J&K’s governance, stating, “Elected representatives are operating under the shadow of the Lieutenant Governor’s office. This dual arrangement is not only ineffective but also undermines the core principles of democracy.”

Questioning the purpose of the electoral process under the present system, Karra added, “People are beginning to wonder whether they voted to have their problems resolved or to face even more challenges. Their faith in democracy is hanging by a thread.”

He warned that rising public discontent and cynicism could aggravate political and administrative instability in the region. “Until statehood is restored and full powers are returned to elected leaders, this downward spiral will continue.”

Expressing concern over the paralysis within the administration, Karra pointed to a complete standstill in governance at the grassroots level. “There is a severe financial crunch. Even though the budget has been approved, not a single rupee has been released — not even the constituency development funds for elected MLAs,” he said.

Citing a recent tragic incident that cast a shadow over the tourism sector, Karra called for swift confidence-building measures to revive public morale and restore economic momentum.

He also criticized the Centre’s diplomatic approach, asserting that India’s so-called global goodwill failed to translate into support during a recent crisis. “Despite all the image-building diplomacy, no country stood by India in its moment of need,” Karra remarked.(KNS)

Govt introduces MFA Security System on JK BEAMS Portal Jammu:The Finance Department of the Jammu and Kashmir Government has implemented Multi-Factor Authentication (MFA) through Sandes (SMS-based authentication) on the JK BEAMS Portal to further strengthen the security framework of the online financial management system.According to an official circular issued by the department, the MFA system has been successfully integrated into the live environment and all concerned officers and users have been directed to ensure strict compliance with the new security protocols. The circular applies to all Director Finances, Director Plannings, Financial Advisors (FAs), Chief Accounts Officers (CAOs), Accounts Officers (AOs), Drawing and Disbursing Officers (DDOs), and Maker/Checker users associated with the JK BEAMS Portal. The department has emphasized that Maker/Checker users shall be solely responsible for the secure handling, confidentiality and proper use of their login credentials. Users have been strictly instructed not to share login details, one-time passwords (OTPs) or any authentication-related information with any unauthorized person under any circumstances. Officials have also been directed to ensure that their registered mobile numbers linked with Sandes remain active, valid and accessible for receiving authentication messages. Any discrepancy, authentication failure or technical issue is required to be reported immediately through the official email IDs issued by the department. The circular further stated that the respective Maker/Checker users will be held solely accountable for any transaction or activity carried out using their credentials.The order has been issued with the approval of the competent authority under reference number FD-BDGTODBT/1/2025-PMU-FD (7651222), and copies have been forwarded to all Administrative Secretaries for information and necessary compliance.
