RTI confirms administrative lapse: No sanctioned posts of Doctors at Bone & Joint Hospital

Jammu : S Balvinder Singh renowned RTI Activist  of the State, has brought to light a distressing reality that, though hard to believe, is tragically true.The Bone & Joint Hospital which was established on October 16, 2023, was envisioned as a crucial healthcare facility catering to orthopedic patients in Jammu. However, despite the passage of one year and seven months, the institution remains without a sanctioned strength of doctors and paramedical staff. An RTI reply has confirmed that no official posts have been approved, despite repeated proposals sent to the Health & Medical Education Department.

This glaring administrative lapse has forced the hospital to rely on borrowed staff from GMC and its Associated Hospitals, which are themselves struggling with an acute shortage of medical personnel. Such an arrangement is unsustainable and compromises patient care, as overburdened doctors and paramedics cannot provide the specialized attention required for orthopaedic cases. The absence of dedicated staff undermines the hospital’s efficiency, leading to delays in treatment and increased patient suffering. . An RTI reply has confirmed that no official posts have been approved, despite a proposal for 299 posts being submitted by the Principal, Government Medical College (GMC) Jammu to the Administrative Department of Health & Medical Education. The sanctioning of these posts is still awaited.

So the RTI Activist urge upon the Government to  immediately sanction the required posts to ensure the hospital functions optimally. A well-equipped Bone & Joint Hospital is essential for the region, and its continued dependence on borrowed staff is unacceptable. Authorities must act swiftly to rectify this oversight and provide adequate staffing to uphold healthcare standards.

Govt introduces MFA Security System on JK BEAMS Portal Jammu:The Finance Department of the Jammu and Kashmir Government has implemented Multi-Factor Authentication (MFA) through Sandes (SMS-based authentication) on the JK BEAMS Portal to further strengthen the security framework of the online financial management system.According to an official circular issued by the department, the MFA system has been successfully integrated into the live environment and all concerned officers and users have been directed to ensure strict compliance with the new security protocols. The circular applies to all Director Finances, Director Plannings, Financial Advisors (FAs), Chief Accounts Officers (CAOs), Accounts Officers (AOs), Drawing and Disbursing Officers (DDOs), and Maker/Checker users associated with the JK BEAMS Portal. The department has emphasized that Maker/Checker users shall be solely responsible for the secure handling, confidentiality and proper use of their login credentials. Users have been strictly instructed not to share login details, one-time passwords (OTPs) or any authentication-related information with any unauthorized person under any circumstances. Officials have also been directed to ensure that their registered mobile numbers linked with Sandes remain active, valid and accessible for receiving authentication messages. Any discrepancy, authentication failure or technical issue is required to be reported immediately through the official email IDs issued by the department. The circular further stated that the respective Maker/Checker users will be held solely accountable for any transaction or activity carried out using their credentials.The order has been issued with the approval of the competent authority under reference number FD-BDGTODBT/1/2025-PMU-FD (7651222), and copies have been forwarded to all Administrative Secretaries for information and necessary compliance.
