Registration of 447 trade unions cancelled for non-compliance in J-K

Jammu, May 24: The Jammu and Kashmir administration on Friday cancelled registration of 447 trade unions and associations for non-compliance of its mandatory formalities across the Union Territory.

The officials said this landmark decision is a step towards establishing a robust and responsible framework for trade unionism and enhancing the credibility of organised labour representation.

“In a significant administrative development aimed at reinforcing compliance with statutory labour laws, Labour Commissioner, Charandeep Singh, has ordered cancellation of registration for 447 trade unions and associations across the Union Territory,” an official spokesman said.

He said this action has been taken following their persistent failure to submit mandatory annual returns as prescribed under the Trade Unions Act, 1926.

“Under Section 28 of the Act, every registered trade union must file an audited annual statement detailing its income, expenditure, assets and liabilities,” he added.

Despite repeated notices and availability of a streamlined digital submission system introduced under the region’s “ease of doing business” reforms, these unions failed to comply, with some having remained inactive for more than a decade, he added.

“This action has been taken under Section 10(b) of the Trade Unions Act, after due process and sufficient notice,” Singh said.

“Non-filing of annual returns constitutes a serious statutory breach and is indicative of either prolonged inactivity or cessation of operations. We are committed to ensuring that only active and accountable unions continue to be recognised in J&K,” Singh added.

The officials said this landmark decision is a step towards establishing a robust and responsible framework for trade unionism that genuinely safeguards the interests of workers and enhances the credibility of organised labour representation.

“These cancellations are subject to the outcome of any pending writ petitions before the competent courts of law,” he said.–(PTI)

Govt introduces MFA Security System on JK BEAMS Portal Jammu:The Finance Department of the Jammu and Kashmir Government has implemented Multi-Factor Authentication (MFA) through Sandes (SMS-based authentication) on the JK BEAMS Portal to further strengthen the security framework of the online financial management system.According to an official circular issued by the department, the MFA system has been successfully integrated into the live environment and all concerned officers and users have been directed to ensure strict compliance with the new security protocols. The circular applies to all Director Finances, Director Plannings, Financial Advisors (FAs), Chief Accounts Officers (CAOs), Accounts Officers (AOs), Drawing and Disbursing Officers (DDOs), and Maker/Checker users associated with the JK BEAMS Portal. The department has emphasized that Maker/Checker users shall be solely responsible for the secure handling, confidentiality and proper use of their login credentials. Users have been strictly instructed not to share login details, one-time passwords (OTPs) or any authentication-related information with any unauthorized person under any circumstances. Officials have also been directed to ensure that their registered mobile numbers linked with Sandes remain active, valid and accessible for receiving authentication messages. Any discrepancy, authentication failure or technical issue is required to be reported immediately through the official email IDs issued by the department. The circular further stated that the respective Maker/Checker users will be held solely accountable for any transaction or activity carried out using their credentials.The order has been issued with the approval of the competent authority under reference number FD-BDGTODBT/1/2025-PMU-FD (7651222), and copies have been forwarded to all Administrative Secretaries for information and necessary compliance.
