Restrictions in downtown and other parts of valley, Internet speed reduced

The valley opened on Friday morning after  two days of shutdown following a call given by JRL, however, to the surprise of the people ,  the forces were deployed in strength in downtown area of the Srinagar ,who thwarted people from opening shutters of their shops and left people in chaos as the restrictions were imposed in the downtown area of the Srinagar.Our correspondent from Bohrikadal area of downtown Srinagar told Arising State that people were refrained to come out from their houses,shopkeepers were asked to down the shutters, while the mobile Internet speed was throttled across the valley on Friday.

Restrictions were imposed in parts of south Kashmir including Bijbhera and Anantnag town .Concertina wires were installed in Anantnag town to restrict the movement of the pedestrians and commuters. An official said that the step has been taken as a precautionary measure to maintain “law and order”, reported a local news agency.

Hurriyat (M) chairman, Mirwaiz Umar Farooq continues to remain under house detention.

The curbs follow the Home Ministry’s last night order banning the socio-religious organisation Jamaat-e-Islami, days after arresting hundreds of its cadres in a massive crackdown.

In another order, the government of India approved extension of two central constitutional amendments to Jammu and Kashmir on recommendations of the state’s governor for granting reservation in promotions and reservation for economically-weaker sections of the society.

The concurrence for extending these amendments was given by the governor Satya Pal Malik, the government of India’s own nominee, after the state administrative council (SAC) approved the proposal earlier this month.

Under Article 370, the constitutional amendments can be extended to J&K only on concurrence of the state government.

Legal experts opine that concurrence for extending constitutional amendments can be given only by an elected government.

“Any constitutional amendment can be extended to the state on the recommendations of state government, which means an elected government,” they suggested.

Meanwhile, six Jama’at-e-Islamia activists were detained by the police during fresh raids in various villages of Tral in south Kashmir’s Pulwama district.

A source said six Jama’at activists were detained from Laribal, Pinglish, Dardsara, Panner, Mandoora and Lurgam villages of Tral last night.
